Sure you can. Use the calling code +1
About the text message, you must call your operator and see if they have an agreement to the network you want to send the messange to. They can tell you if you tell them the first part of the number you want to send the message to. But you can sure call(if you got credit, of course)

Yes you can.
You need to input 001 in front of the area code (this will replace the (1) e.g. 001 806 789 0123
The cell phone should ring.
But the carrier must have the International texting setup to allow your text. One way of finding out if that's setup is text then ring to see if they got it :)

If you are contacting USA often have you checked out SKYPE, providing the other person has a computer it's free and fast.
We use it all the time to speak to our familly in Spain from the UK.
