There is a young woman about 28 who work as a receptionist in our office (min wage job), who went to Cleveland State University for free. Our government paid for her room and board and 4 years of college. How is that possible? She did not get a scholarship, she is not diabled or anyhting. The worse part about this is she is not working in her field of study. She is a reseptionist.
She is from Israel.
I don't know how I am going to pay for my daughters college.

I think you have misinformation. I don't know of anyone who had everything paid for by the government, whether they were born here or not. The government will give grants to low income people, and loans up to a certain amount, but anyone who had a free ride in college got scholarships from private sources, in my experience. Since she is older, it may be that she was looked at as an independent student, so that she was seen as a person making minimum wage, not as the daughter of someone with a substantial income who would be expected to support her. Even that would not give her free college. It may be that she got loans and hasn't yet paid them back, though.

You don't say that this woman is here illegally or that she isn't a citizen, so the fact that she wasn't born here is completely irrelevant.

With regard to paying for your daughter's college, she will get a FAFSA form to fill out which will allow the college to determine how much they think she should be able to pay for and how much they will help with. Unless you have a high income, she will be given a package of financial aid from the university, which will vary depending upon the expense of the university itself. It will most likely include things like loans and work-study availability, and may also include grants if your family income is low. If you just don't have the money they think you should have for some reason, you can talk to them about outside funding sources. Again, these are loans, which do need to be paid back.

It's most likely because she does earn minimum wage. Also, her grades from Isreal may have been really good so she recieved more help. When a person files a FAFSA, they look at how much they earn, did they file their own taxes, etc. If she's a dependant (on her own) and she only earns minimum wage the goverment paid everything because she qualified financially. (low income)

As long as she has a green card or some form of legal indenficication the goverment will help her.
