depending on where the deceased is located, if they die at a hospital, the attending physician, if they die at home or away from the hospital, if would then be done by the coroner, also if it were at a crime scene, of course the coroner would pronounce then dead, but then the body would have to have an autopsy for time and actual cause. Autopsy's are not always given...

The coroner/medical examiner will determine the cause of death by examination/autopsy. They can usually tell how long the person has been dead and use this as the time of death.

the doctor. and just so you know they make it up because no one really knows what killed someone exactly. excepting some rare cases.
