Your husband doesn't have to be there. I got my marriage cert. a month ago, its very easy. Your parents and your husbands parents have to be there. Contact some lawyer and have them contact tehsildar's reader. It will cost you around Rs. 2000 and you can get certificate in an hour. It took me 5 mins to get my certificate.
You also need address proof (ration card, license, passport), few marriage ceremony pictures, wedding cards. The often don't look at these things, but its good to have them.

If you both are Hindus , the marriage certificate you are looking forward is issued under section 8 of the Hindu Marriage Act,1955 by the marriage registrar if such marriage has been preformed according to the Hindu form, rites & ceremonies. Here the both the parties to the marriage have to give a formal affidavit of the said marriage, along with the proof of such a marriage which can be in the form of certificate issued by the priest or the temple where such a marriage took place or the wedding card, or the photographs of such a marriage, along with two independent adult witnesses (parents of the parties are considered as best witnesses) who were present during this marriage. I would like to inform you here that incase you are living in Delhi & got married in Delhi then in such a case you require the witness of a gazette officer who must have attended the marriage ceremonies you have gone through. Such a marriage certificate can be obtained from the marriage registrar of the district where the marriage took place this is the general rule. Now for getting this certificate the presence of both the parties is required before the marriage registrar, but in your case your husband cannot be present as he has gone out of country & you require this marriage registration to get a visa to join him as nowadays no Embassy issue visa without this marriage certificate, here you will have to meet the area marriage registrar with the proof of your husbands absence & his being away in a foreign country & take his permission to register such a marriage in his absence, although all other papers such as a joint application for registration, affidavits you can get signed by your husband from the other country itself. I hope in such special circumstances he should be able to register such a marriage but I don't say he will definitely do so. we both married 2009 but at that time my wife was Minar , As we are Muslim we got married early , and i have 1 boy who had born on 2010 and 1 Girl on 2012 . Now when i went to court they said its impossible to give marriage certificate as per the true date because of the court rule (Marriage Age should be 21 at the time of marriage ) it seems , Hence they said better they can give the certificate 2012 , if i get 2012 certificate is that possible to take resident visa for my kids , firstly i have to get attest from delhi ministry then i have to get visa from UAE .Please advice ....

You need to produce before the registrar of marriages,your wedding invitation cards,photos and affidavit of elders (close relatives)who attended your marriage.
Fill the application forms and pay nominal fees.
Getting a marriage certificate is 'not jus fa this'.It is doubtful .
