Within reason, but I'm not sure I'd like to see a lot of people wearing florescent colours or grown men walking around in dresses if they felt that best expressed how they were. Older women in mini-skirts up to their waist or trekkies dressed as Spock would be a bit worrying too.

What fashion dictates - definitely not. There's only a small difference between that and "expressing our own personality" by what we wear... if doing both is based on the need to "show" people something about ourselves (ie proving a point, being prideful about something, etc...) I don't think there really should be a value judgement about what people wear.
I dress to show my mood, or to alter my mood and influence my own behaviour and people's response to me. For instance, if I'm going to a sports day or the park with the kids I'll wear really bright colours so I can be very exuberant and energetic. If I'm going to be visiting someone who is depressed, I'll wear more subdued colours like black or brown, to subdue my spirits (sometimes I can be insensitive when I'm too "happy"). Sometimes I wear something to make myself look very feminine and soft, because I am feeilng vulnerable that day and I want people to nurture me.
It's not so much expressing my personality, as catering to my moods and how I wish to interact with people that day. It's just another form of communication.

I wear what I can afford. Clothes don't mean anything to me and I don't care what people who are into fashion and whatnot think because they're to full of themselves to matter.

The kind of dress you wear describe you who you are. Christians are modest in their dress (true christians). They look simple but beautiful , yet very respectfull persons and are kind because that is the teachings of God for us Christians.

Clothes are a tool. They should be chosen to help you accomplish whatever you are trying to do in life.
