The phrase means "know what you're trying to accomplish when you start".

It is often taken to mean that you start out without considering what is POSSIBLE, or what stands in the way, the important thing in the beginning is to know where you want to go.

To begin with the end in mind means to have a clear idea (even a vision) of what you want to accomplish before you start. That way you won't get sidetracked by other possibilities as you go along.

Since some people didn't understand what you meant, you could have phrased your question like this:

Will you please tell me the meaning of "begin with the end in mind"?

But I didn't find it too hard to read (at least I hope not!).

It means an action with a purpose in mind. A means to an end.
