Larry Silverstein benefited financially, turning a white elephant investment into an insurance-collecting gold mine.
Strategically and idea logically, I think Osama binLaden benefit ted the most, because it attracted more followers and more attention to his causes.
Politically, George W. Bush benefited most as it gave him the excuse he needed to attack Iraq, even though Iraq had no involvement in the 9-11 attacks.
Historically, American taxpayers will benefit the least, once it's become painfully clear how the Bush administration's incompetency, reckless foreign policies, and careless economic spending has put Americans TRILLIONS of dollars in debt, has ruined our reputation as a world leader and global peacekeeper, and has caused the worst economic depression in the history of this country, shortly after Bush leaves office. -RKO- 05/26/07

Larry Silverstein the lease holder of all three buildings that collapsed especially building 7 which he publicly admitted that he gave orders to pull the building down.
No one would accuse Bush of the strategy used by Roosevelt at Pearl Harbor to get America into the Second World War. But for others in Washington the question of Who Benefited may be the way to find out Who Knew?

The only 'benefit' that can be earned from a situation like this is the very stark lesson that the world should have learned that violence breeds violence, hate breeds hate and reaction breeds reaction. It's the cold war all over again except on a smaller scale and with new enemies and completely different stratagies. And I don't have to think about it carefully ...... this was simply an event born out of misguided evil.

I am Irish.
My country benefited greatly from 9/11. Why? Because for the first time ever, those Americans who would happily give $20 for 'the boys back home' realized just where there many went and how it was used. Pretty quickly thereafter, the money stopped, forcing both sides of the Irish conflict to sit down and talk to one another. It is no coincidence therefore that my country found peace only after 9/11.

To answer your question we first need to know what you mean by benefited since that will greatly impact the answer.
One could say that Ossama benefited and others would say he has not. On such a complex issue it's often hard to discern an objective answer.
A 1lb bag of sugar will weigh one pound on any "true" scale however `who benefited from 9/11` will yield varying answers from different critics.
So far I don't think anyone has really benefited.

there were many strange coming and goings on the weeks previous to 9/11 it was a set up, the twin towers were needing loads of work done to them and george w bush needed an excuse to start war in iraq just watch one of the videos on 9/11 mysteries and you will see what i mean the video is called "9/11 mysteries demolitions" it explains why the towers imploded not exploded

Now i am off to my favorite conspiracy theory (har har har) .
Surely the investors, the military industry and Bush. To go into details of the obvious reasons would be impossible here but everyone involved in it got and still gets its good share.
Least profit made the illegal imigrants, government cannot make any descicion on their behalf but don't need a sec to approve millions for the (sensless) war on terror... yeah yea - and we could go on... everyone barks on how bad bad it all is but yet you all voted for it (at least the majority) or was that a conspiracy as well???
