ok I going to answer this question as an analogy where the
cow are reperestitive of people and the fence being
the goverment or laws that restrict the action of the people.
I think its what you were asking.If not than I will look kinda silly.Oh well wont be the first time

the cows have freedom in the sense that they are allowed to do certain things within the bouindry of the fence ie graze ,
lay own , reproduce , etc..Once the try to move beyond the
fence they are punished.Saying there should not be any fence
is silly since the fence keep order and help protect them
from getting hurt.Futhmore without a fense there would be chaos.Most cows are happy with in the boundry of the
fence.I think the real qustion is not whether there should be a fence but what are the boundry for that fence,

Don't you think it depends on how the cattle looks at it? There may be some in the herd which are at peace with themselves, absolutely satisfied with the living conditions while some may find the grass on the other side of the fence greener. It is freedom for the first kind while the second kind may suffer

There were never any free cattle on this continent. They were imported beasts whose free relative are so far in the past that they do not even exist in the wild any more.

Freedom is a delicate flower that demands both room and constraint. It blooms only if there is sufficient manure and sunlight.

No, the cows feel fenced in. But once they're put en route to the slaughter, they'll long for the freedom of their old pasture. Freedom is apparently a relative concept.
