I went to France as a senior in HS (NOT the best experience, basically I regret it), so I'm hoping college SA will be better because there is more freedom. I'm thinking of these locations:
1. Hungary (Budapest) or 2. Singapore...which one is a better choice?

Boy, those are some very different choices! Which one you prefer depends upon what you are looking for. I was just in Singapore last week with a group of students, and we commented on how comfortable they were, basically because, other than the heat and humidity, it didn't seem very different from the U.S. at all. There are some good schools in Singapore, and all the comforts of home, but the downsides are that it is a highly regulated country, and if you are looking for freedom, you may find it oppressive (my feeling was that I wasn't planning on urinating on the street or spitting in public anyway, so why should it bother me, but some people were really bothered by all the rules!), and that there isn't a lot to do there other than eat, drink, shop, and go to movies. Singapore isn't known for its cultural life. I've been to Hungary a few times too, and it has some of the opposite characteristics. It may seem a little less clean and neat and less familiar, but on the other hand you will be in the heart of Europe and can travel all over the place on weekends, whereas from Singapore you can only get to Malaysia and parts of Indonesia easily. Hungarians can be rather free-spirited, and the cultural offerings are wonderful. In both places, lots of English is spoken.

Obviously, all I know about you and your preferences is based on a couple of sentences, but from that I'd go for Hungary. I think you would get more of the freedom you seem to want.

go to the emirates to study
first of all each dollar is fortimes more than a dirham
and you got lots of fun there
and no limits . they got discos bars and stuff
and its always sunny and cool
and its safe. you can be out till 3 in the morning and no one will even look at you twice.
and its an international place so you can experience everything. and since the arabs love americans and brits and french ... they will wlecome you like a princess.

Budapest is among the loose place for fun... not for study!
