so whats this thing with the war it could be black and white pull out or not cast your vote or is it the politicians ringer

People could vote regarding the declaration of war if at least 10 percent of the signatures of all voters are taken with at least 3 percent of all the legislative districts represented. This is provided for as initiative under the Constitution.

It depends upon the juristiction.

In California, 50,000 signatures will put a measure on the next ballot. In Georgia, no amount of signatures will advance a measure without the legislatures approval.

Every state is different.

The war is a federal (national) matter. As such, there is no direct democracy approach using petitions. After all, we are a representative republic.
