Call a plumber. Are you on a septic tank? If so then your tank probably needs to be pumped.

In the first place, your line from the tub is connected to the toilet line, below the toilet, therefore, when the toilet is plugged, the waste backs up into the tub. O.K. ?
You can try to plug the tub outlet and plunge the toilet, be careful, you don't want to "blow" the wax ring out around your toilet pipe.
If this doesn't work, then a snake, rented from nearby rental may do it. Or, call "Roter-Rooter" have them run a snake down the line and unplug it.
Worry about "full septic tanks" later, if you have one.

Plungers are for simple blockages in the toilet
if it's backing up in the tub, your sewer lines are blocked
further down and you probably need a plumber witha snake
to clear the lines.

yes either call a plumber or you can rent or buy a drain snake and then you can clear your drain lines so that you will not have that problem

Make a complaint to the sewage dept.
Let them give their opinion first
