"Toe the line" means "keep your toes within the boundaries"--in other words, follow the rules. Face the music, and stop mouthing off, because body parts are used as verbs all the time (and in many many languages).
"Tow the line" means "drag the line behind you"--use this one if you're talking about fishing.

Actually, the quote is from bare knuckles boxing, when a round began when both boxers put their toes on the same line. It is "Toe the line."
