They don't keep their word, they go back on a commitment they made, for example, they say they will do something & then back out, usually more than 1 time, until you realize they are never going to follow through with what they said they would do....therefore, you refer to that person as being flaky....

Unreliable, air-headed, the kind of person who doesn't show up for things, or shows up late. Basically, someone who doesn't have their act together and who you can't count on for stuff.

sometimes people are mixing that word with fickle...changing their minds and opinions on something back and forth or from one thing to another, quickly.
