If someone is yelling at you and very angry, and they say, "Do you want to take it out to the parking lot" does that mean they just want to go outside and discuss it?

Yes, you are correct. Quite a common scene in movies where the barkeeper doesn't want any trouble inside his bar so he asks the irate customers to "take it out to the parking lot" and sort out the matter in the open wide space. Sometimes it could mean the dark alley way. Resolving this matter could ensue some throwing punches, people yelling angry words or guns being fired.

Yes it does mean he wants to discuss something..............and the proper way to discuss it is to stick your chin out and say (and this is important).
"Your momma".....
and after that the angry guy (who is only acting by the way...) will discuss a few things and then you all go back inside and have a good time.
