I think the initials are something in Latin and they are the same initials on the back of the "Beefeaters' " uniform.

They are her initials, for Elizabeth Regina, "Elizabeth Queen".

It's kind of silly when you think about it. Why would she need her cape monogrammed like that? Does she go to restaurants and get confused which one is hers? "That's mine there, the ermine coat. No, not that one, it has my initials on it." Or do people have a problem recognizing her when she's about? "Who's that in the cape?" "Who?" "The one with the big crown. Anyone recognize her?" "Oh, her. Yeah, that's the Queen. I remember because she has monograms on everything of hers, including her soldiers."

Anyway. Yeah, Elizabeth Regina. Why it is in Latin is anyone's guess, I doubt anyone in Britain speaks that very much since the Catholics were sent packing.

Elizabeth Regina (Queen Elizabeth). If it was a male you'd have Rex (e.g. coins with her father on them have G.R. George Rex). Queen Victoria was V.R. and so on.
And yes, it's Latin.
