Syria acts as a conduit for weapons from Iran. Also, Hamas has offices in Damascus. Mousa Mohammed Abu Marzook, senior member of Hamas, is believed to be currently in Damascus, Syria and considered a fugitive.

I have no idea if the average Joe (or Jamal) in Syria supports Hamas (although they likely do, in large part), but yes, the government does.

Hamas is supported by a lot of the people, if you look back and see that they are now part of the Government.

Now that takes a lot of influence that comes from countries like Syria and Iran, who uses the Hamas to fight their little proxy wars. And by also providing funding to recruit militants, military weapons/operational support, military training, and safe harbor in their land.

But, the thing is Hamas draws a lot of support from providing humanitarian services that the government fail to provide. This helps to gain the hearts and support of the people there.
