With no disrespect towards Mel, I have to say that "Spaceballs" was one of his three worst films. He did so much better with "Robin Hood, Men In Tights" that it makes "Spaceballs" seem like he ran out of ideas half way through the writing process.
By comparison, "The Naked Gun" was a throwback to the original "Airplane!" In "The Naked Gun" Leslie Nielsen was just hitting his stride for comedic timing and the writers had a lot more freedom in the script-nothing was impossible and they didn't have to worry about spoofing an entire genre.
On this one, my vote goes for "Naked Gun" on this one, but I would change my vote in an instant if you had chosen nearly any other Mel Brooks film.

Bot are equally good though NAKED GUN generates the largest laughs, and SPACEBALLS has a better budget.
