The answer will depend on the container, and how perfectly it can be packed.

Judging from the link below, the answer should be somewhere around 7771 pennies. Give or take a few.

I must be drunk because I swear I just answered this question.

A US penny has dimensions:
diameter = 0.75 inches
thickness = 0.061 inches
thus the volume = pi/4 * d^2 * t = 0.0269 cu in

1 gallon = 231 cu inches

Thus in theory a gallon can hold 8572 pennies
or $85.72

In reality a penny actually will occupy a square area since it cannot fill the voids. So it will actually occupy d^2 * t = 0.0343 cu in. So 6732 will fit. Or $67.32.
