It can be deceptive but not a lie. It lies with the answerer to understand the question.

Questions are often statements in disguise. Since statements can either be true or false, statements locked within a question can also be false. A lot of questions provide their own premises and presumptions, and they can imply things that are simply not true. The person that gave the example about a question regarding pedophilia made a good point. Also, just as every absolute statement is debatable, questions that are predicated on absolute statements can also be proven false.

if premised on a lie, yes.

for example,

Due to your pedophilia, should you be around children? If you not a pedophile, is the question "a lie?"
