Heat em up with a torch or Mapp gas and apply candle wax or crayon to as much of the threads as possible where the nut/bolt meet--the wax will flow into the crevices and lubricate the threads--it's thinner than water when melted. An old junk yard mechanic taught me that one and they know about rusted stuff. We used to use a GM product also called Heat Valve Lubricant for loosening the old heat valves in exhaust manifolds years ago---worked pretty good on anything rusted. Try tightening a rusted nut first---it may just snap off or cold chisel the flats.

None of them are miraculous. No matter which you use if the nuts and bolts are frozen then the penetrating oil can't do the job regardless of which one.
