First, are you talking consumer PC? If you're talking consumer the dell 720 uses quad core and supports 3step voltage overclock on processor. It will do 5 step and it will also do multiplier and buss overclocking too, but that is not supported. It has hybryd fluid(not just water)/ceramic active cooling plus the many system fans and massive directed air column. As far as supercomputer, the MGRAPE3 is supposed to have done on PETAflop. Thats 1024 Teraflops!

It depends on what you mean. I think you mean fastest overall. Technology increases so fast that lets say there a super computer with top notch gear. Then a week later an other super computer gets a faster type of hard drive. Now of course when your talking about fast there are many things to think about. The fastest processing computer probably does not have the fastest video card setup installed or perhaps the fastest hard drives etc.

Now if your not talking about super computers just normal off the shelf or custom built PCs then its a little different because its almost impossible to get the absolute fastest. Everyday new hardware is invented and even the best and fastest hardware may be out preformed from time to time by slower hardwear oddly enough.
Its hard for me to give you an answer but I know some people will research this for you. I would also research it for you but I cannot right now. Sorry

The worlds fastest computer is an IBM built computer called Blue Gene/L and is capable of calculating 280.6 trillion calculations per second (teraflops).

There is no such thing. You have to research the fastest ones yourself. If you want, you can buy some fast processors and overclock them or something like that to make them work faster.

i would say alienware? alienware is the fastest in my opinion simply because it was made for gaming. it costs about 1000-5000 dollars. you can expand it all the way up to 4 Gb of ram which is alot. so hoped this helped
