Try adjusting the little tone screw on it or clean the terminals and make sure ground contact is good ...if no help, replace.

Try hooking up a test light to the wires going to the horn.
Blow the horn, If the light comes on it is probably a bad horn.

If you are sure it has powe then the horn is dead. Make sure your new horn doesn't get hit by rain water it will be damaged (eventually).
