Sounds like the mechanism for the e-brake is sticking and keeping the e-brake slightly applied while driving---could need lubricating or could be corroded brake cables not letting it come back to the proper rest position.....the cables corrode inside the outer sheathing and stick. You'll have to place some cardboard on the ground to catch the drips off the cable and spray down the cables/sheathing with rust penetrant type of lube like PB Blaster--parts stores or hardware stores carry it , let them sit a few hours and try to set the e-brake and release it a few times to see if the light goes out and the brakes don't stick...repeat if still sticking and you may have to have the cables replaced if they're too bad.The light switch may also need some adjusting...it's attached to the e-brake mechanism.

the emergency brake is stuck in the engaged position, even though the handle is down. you need to get it fixed, since driving that way is similar to trying to driving with the brake pedal mashed down. you will wear out some very expensive parts quickly. depending on exactly what's broken, you're probably looking at between $100 and $300 to fix it.

You may have pulled too hard on the E break in the past and have damged the wire that attaches your Ebreak to your actual E break pads. They're located in the rear..... Reason you can not speed up (as you used to) is because that Ebreak is still ON!!! You need to take your car to a shop and have it looked at... If you're good with cars, go to Canadian tire and buy an Ebreak wrench.... you can actually use and losen the wire yourself....
