any type of program i just want it to do somthing cool

You have to learn a programing language such as C++.

Decide what kind of a program you want to make, and write out the steps to make it work.

Write the code needed for the program.

Then compile that code into machine language that the computer be able to run. The resulting file will be an exe file.
