They can't. If they did they would have to cut even more money from education, Social Security, Medicare and other programs to keep funding their war. Our children, elderly, poor, sick and working class families take a back seat to Bush's war.

Gas and oil are some of the biggest income generators anywhere in the world. The government would lose out on billions of dollars if they stopped taxing it. Taxes pay to keep your country and economy alive, your country would be seriously hindered in economic advancement if it cut taxes on gasoline or any other major income source.

This isn't a popular position, but I've heard it argued that gas prices in the United States are far too low. We need to encourage innovation and alternative energy sources in the near future (the supply of oil is limited, and there's the whole issue of global warming/pollution/etc), and cheap gas won't do it. If the money from taxes helped to spark research and develop of other energy sources (solar, wind, etc.), it may well be worthwhile.

Do you like having roads that are passable? Bridges that don't collapse under your vehicle?

Paid for by gasoline taxes.

Actually there's some woman (forgot name) who's running for governor (governess?) here in indiana. She promised to declare an energy emergency and revoke the gas tax temporarily. So it can be done I suppose. Whether she'd really do it, I dunno. I don't believe what anyone who is actively seeking power says.
