It's natural for bettas, they are top water fish and just prefer to be there.

A betta will drown if it can't get any air once in a while. They are raised in shallow water holes in the east, where the rice is also grown. The males don't swim very well because of the long flowing fins. They like to float on top of a plant near the surface because of this reason.

I had some Bettas that did the same thing once I got them home and into a bigger container. After a few days, they started swimming all over. Maybe get one of those dual tanks and get him a buddy. Believe it or not, fish can become depressed and, if this is your first Betta, you'll be surprised at how active he'll be with a buddy. Get the friskiest one you can find! - Traci...mom to 21 Bettas

Bettas have an upturned mouth and seek out food at the surface as they would in the wild. Also, Bettas have a labyrinth organ and breathe air to supplement the oxygen they obtain with their gills. They go to the surface to gulp air. Because of their feeding and air breathing habits they were "designed" to live near the surface of the water and that is pretty much where they spend most of their time.

Just like the little guppies, bettas like the top part of aquairum and don't like to waste their fat belly on some trips to the bottom. Bettas are slow peaceful and low metabolism fish. It's nice you have a large tank. I keep mine with my guppies and i have no death in a 10 gallon:)

Also, the males blow bubble nests for the female's eggs on the surface of the water-it is a natural trait.

Certain fishes like certain parts of the tank.

And Bettas, like the top.

there is probably a shortage of oxygen in the tank,or maybe it likes to swim in a less crowded area...

He has an upturned mouth and that is how he finds food!
