Because they actually have more power in congress as they stand.
Think about it - now they have four senators.
If they united, they would only have two.
And they might even lose a rep!

Grimftl is correct about the Senators; but there is another reason as well.
The fact is, you couldn't get the people of South Dakota to take on North Dakota for anything. Aside from having to share the congressional delegation, South Dakota has tourist attractions like Deadwood, the Badlands, Mt. Rushmore, the Crazy Horse Memorial, casinos, etc, etc. North Dakota (on the other hand) has nothing to offer.
North Dakota is (I'm sorry to say) a bit of a losing proposition; and I can't think of a single economic or political advantage the state of South Dakota would receive by adopting its neighbor to the north.

cuz they need a north one and a south dakota. there would only be 49 states and that would mess up the flag

Just in response to Jack, do a little research before you answer questions. ND also has tourist attractions as well. Casinos, Peace Gardens, Teddy Roosevelt Natl. Park, excellent year around fishing in Devils Lake, great hunting in all parts of the state, skiing in the Turtle Mtns. just to name a few.
