No, the ratings can be used by the asker and people can vote which answer is the best.

No, but I think the explanations for the P&S ratings should be "Agree and disagree" instead of "good answer and bad answer".

thimbs up and down are only a matter of opinions whether people agree or like the ansewr or not. its not about the concept of whether the answer is right or wrong.
