to keep the rain off and no it doesn't really work. Paper is made with water and therefore not water PROOF.

... because they can't read it when it is front of them due to the falling rain hitting the pages???

Seriously, it's obviously just a comfort thing. Not practical, just more comfortable....

NO, the paper gets soggie, and they do it on tv movies for yrs, I guess they forgot their umbrella...
