My betta is four years old. I took him out of mercy his kid didn't want him any more and I wanted him. I cured him of the fin rott he had. it has been about a year now and his fin hasn't grown the base of his back is still scale less. I change the water every other week and feed him every other day?

If the fin was damaged and down to his main body it will never grow back. After a year it really sounds like the damage is permanent

i'm not sure about the fin, but the fish needs to be fed 2 to 3 times a day with a few pellets.
