Print out a few pages that explain the importance of having a filter for your tank. Also print a few that explain how clown loaches are particularly sensitive to poor water quality. Gather whatever money you may have towards the cost of the filter. Take the pages to your parents and ask them to read the pages. Tell them that you don't just want the filter, but that it's really need for the health of your fish. Offer to pay for the filter, tell them how much you have now and how much you would need to borrow. Explain that you are willing to pay it back from chores or allowance or whatever way they see fit. Add that you are just trying to be a responsible pet owner.

In the future it wouldn't be a bad idea to set a side a little money for emergencies like this so that you can pay for needed replacement items. Believe me, your parents will notice.

Have youtried to rince the filter off? If not try that. You could always try taking some water out of it and putting new distilled water back in it. loaches are cool I have had them also. try doing both rinsing the filter and adding new water. I hope this helps

If your biowheel is broken, you basically have the old style Marineland filter sold as Regent @ Wal-Mart. Should be fine for now...
Get a Hagen Aquaclear, they don't break down very often.

You're right about the Clown Loaches.

They will die.

Just tell your parents that they will die and you will be very sad. (act all sad)

I would just change the water more than you change it. Your parents are CARELESS living creatures.
