When looking at just those two things and comparing them, overall the hard drive speed will have a grater impact. This is due to several reasons. Since the processor is involved in almost everything that happens in a PC, it has a very big impact on the performance.
But the problem is that the CPU is much faster than anyhting related to the hard disk, so what happens is the that the CPU, the processor, is waiting on the hard disk. That is why just making the processor faster will not increase the overall performance and you should make the hard drive speed faster also that way it can record and read at a faster rate.
Both of these things are dealt in what the tech world calls bench marks. So in essence making the hard drive same but two different processors, one fast one slow, you will see a difference. But again the fact is that making the hard drive speed faster will have a greater impact on the overall performance on your applications as said earlier. I hope this helps.
