By this i mean, how much would it cost to form a US business and run it for one year, assuming the business did NOTHING - just sat there.
Basically I am looking for a rough estimate of the set up costs, and yearly reporting and compliance costs.

Zero to a lot, depending on what the business is and how it's set up. That's about as good an answer as you can get given how little info you provided in your question.

Your example is asking for too much data in too small a form.
A generic business that does nothing. Upstart costs are based on a wide range of non-generic factors, and those non-generic factors then begin to translate into running costs.
