About two weeks ago, I went running, and for the first time, got a bit of chest pain. It hurt to breathe deeply, and my breath felt like it was being somewhat smothered. The pain went away within 15-25 minutes after I stopped running. Also around that time, I started coughing- a mild, but persistant cough. And even now, I'm still coughing. It's worse in the mornings and at nighttime. And today, I was running a mile, and the chest pain came back. Is this something to worry about?

How old are you? How much do you weigh? How in/out of shape are you?
If you are starting a NEW exercise program, you should get an OK by the doc to exercise.
If you've been exercising all along, and this is new, you could have developed respiratory problems such as allergies, asthma, etc. You could have developed some heart/circulation problems.
Don't run until cleared by your doc. If walking doesn't bother you, do that instead. [ you use the same amount of calories walking as running the same distance, just walking is slower.]

Those can be some symptoms of exercise induced asthma, and those also can be some symptoms of POTS syndrome. I am not familliar enough with every syndrome and disease in the planet to name off seventeen more, but I'm quite sure its possible.

Only your doctor or another qualified health professional can diagnose whats going on with your body while you are running, and I recommend that you consider seeing someone about this.

exercise induced asthma, in a worst case scenario can cause bronchoconstriction leading to loss of consciousness and death. This isn't something to play around with.

This sounds like a case of asthma or sever allergies. Maybe speak to your doctor about it and find out because both can be dangerous if not treated properly. Be careful! :)

You have to practice your breathing tech.
