I don't know what the wire is for.
It might just be for adding extras (lights, etc).
Check for spark to make sure it's not vital to run the engine.
Remove the spark plug.
Insert it into the spark plug cap.
Lay the threads against a metal part of the engine.
Try to start.
If it's not getting spark, well...that's the problem. How to fix it is another problem. You'll need a shop manual to get electrical tests and specifications for each test.
Could need a top end rebuild.
Check the compression.
With the spark plug out, block the spark plug hole with your finger and try to start. If the compression is OK, the pressure should blow your finger off the hole with a little force (remove the spark plug from the cap, so you don't get shocked).

this could be one of many cables that are vital to starting an engine. Your best bet is to consult a friend who is somewhat knowledgeable about engines.
