Yes. Send the government leaders into battle.
In truth, only governments declare war, but their people --who don't want war-- is made to fight.
If all the soldiers of the world got together and decided not to fight, wars would very few and far in between.

Yes, I love that question. Generals use to lead his men into battle now they sit in the white house drinking wine and being waited on. I think either them or their sons.
