Well, technically having a temper just means it's there, but losing your temper means that you're actually really mad...
Well, sometimes certain phrases come from different places and sayings, and it's just the way they come. Like, a fat chance and a slim chance are the same. Of course, one is sarcastic and the other isn't.
But yes, it's weird, as is the rest of the English language.

I don't think it does mean the same thing. Everyone has some kind of temperment. Usually it's under control. Some people have a very even temper, or a sweet temper.
We lose it when provoked, until then it's fairly dormant.

Well everyone has a temper in hiding, losing it is when you are at the end of your rope. Happens eventually to the best of us.

Having a temper should mean your temper is strong enough to behave yourself.
People who gets angry easily is because they dont have temper

People know you HAVE a temper, meaning they know you are angry. they also know when you LOSE it and let go you are angry. Same diff.
