As it is with many questions, the answer is...it depends. In general, after 6 PM and on Sundays or State recognized holidays parking is free.
But, and this is a BIG BUT, there are districts in San Francisco where parking fees are required 24/7. The 24/7 parking meters are typically found in and around districts where tourists go for the most part; so as you are probably a tourist, you best read each meter on a case by case basis.
