Yeah, scared and not comfortable in his new surroundings just yet. Give him a little time in a quite place to settle in and he should be just fine.

I agree with every one else, he is problly seeing himself in sides of the tank , and scared of the new environment... I suspected he should calm down in a few hrs if not in a few days.... however for a lot of betta owners they encourage the flare by placing another betta's tank/bowl next to it.. so depending on the person this could be a good thing....

He is probably catching glimpses of himself reflected in the glass of your tank.
I have had betta fish before and they usually are very even tempered dispite their status as fighting fish. They really are only aggressive towards other betta fish, however as with any other living thing it will take time for your fish to get comfortable with its new surroundings.
Also if he is alone you may want to consider getting compatable companion fish for him. Just ask at the shop you bought him from for what types of fish can be in the same tank without causeing problems. I know offhand that mollys and guppies work, but you should ask yourself and see what they say and what they have to offer. Have fun with your new fish, they do get to be friendly little things, for fish.

He might be seeing his own reflection from the glass or it's because of you standing next to the tank. My betta used to flare up when I would come over to the tank.

Maybe the fish doesn't need the filter.
