Well are you connecting in the same location all the time? If you are moving between wireless networks then your IP will change. If you are connected to the same network your IP will stay the same.

No.

Your IP will only change if you disconnect and reconnect (and even then you will probably get the same IP) or when the DHCP lease has expired. This is usually changable in the router.
