Contact an Estate Agent in Scotland. Pretty much the same as anywhere -- pay your money and get your deed.

You have to make an offer in the proper legal format. You are bound by your offer so make sure you have EVERYTHING in place prior to making the offer. Offers are usually made by your solicitor so everything is correct.

If you are going via an agent they will be able to advise you on expressing interest and making a proper offer.
