As he said before there are alot of tools and the best would be finding a Paving Contrator but I can give you what I know I did asphalt pvaing for a while.
Square Shovel
Asphalt Rake
Paving Maching
Rubber Wheel Roller
Iron Wheel Roller
you will need scree levelers
you will need a couple of adjustable wrenchs
scrapers
brooms
a blowtorch
a generator with a pump for the tack
a blower
a mini roller
a hypac for the finish roll
a crew truck to carry tools in ( EXPENSIVE)
LOTS OF WATER the asphalt gets up to over 300degrees= REALLY REALLY FU##&$^ HOT.

Without knowing why at all you want to know, and whether or not this is for a contractor license test question; to list 25 is probably way overkill, and some things classified as "TOOLS" might be no more than framing lumber.
Certainly too the list would vary depending on if a DIY, which is where you posted the Q, or if one was speaking of a commercial paving contractor, who already has a stable full of various pieces of equipment used in the various paving methods and for very specific job site situations.
