2/3 * 8 = 5 1/3 = 16/3
16/3 * 1/4 = 16/12 = 1.33 = 133%

You can set up the problem like this: W% x 4 =(2/3) x 8 or W% = ((2/3) x 8/)4 = (16/3)/4 = (16/3) x 1/4 = 16/12 = 4/3
Therefore W% = 4/3. At this point you must be careful, you really nead to know what W is. W% means W/100 therefore W/100 = 4/3 or W = 400/3 so W = 133 1/3. Now multipying both sides by % we have W% = 133 1/3%
This might seem like we are coming and going, and we are. But this is necessary to bring home the point that we can multiply by a dimension, for example, inches x inches = square inches. But in this case % is not a dimension % means 1/100 so it is really a number. All this is necessary because there is great confusion about percent.
One more thing I give the answer, W, as 133 1/3 because it is not 133.33. 1/3 is an infinite repeating decimal. As such it must be written as 133 1/3 to be accurate or alternatively as 133.3 with a bar written over the three to indicate it repeats infinitely. (I don't know how to type in a bar over the 3.)
In short if you think of % as equal to 1/100 you will keep yourself out a lot of trouble.

Im pretty sure it is 133%

2/3 of 8 is 16/3, so to find what percent of 4 that is, we set it up as:
16/3 is X percent of 4, or 16/3 = 4X
so now we have (16/3)/4, or 16/3 x 1/4
which gives us 16/12, which simplifies to 4/3, and in a percent that would be about 133%

it´s easy first you get the 2/3 of 8 = 5.33
so if 4 is the 100%, how much is 5.33 = 133.33%
