Is it illegal to knowingly interfere with the needs of a disabled person (Such as refusing to turn the A/C on and turning the heat up when someone living in the house has MS and needs to keep cool.) If it is, what are the possible prosecutions one could face? I don't want to go into the details because it's personal but I will say that I'm very worried about the living situation that my fiancé is facing.

Yes, actually it is. I suggest you go file a police report. That is abuse, and in most states it does indeed = battery. Even if you can't get a criminal prosecution, you can always take a civil action. Please, speak with an attorney about this.

That could very well come under the heading of neglect and that would be a legal issue. Someone with neglect can barely function in the heat.
