Ok so last summer four of my friends and I took a trip to D.C. The trip was school related and so the school paid for like $1,600 of the trip. A year later, they are saying we cannot graduate until the money is paid back. None of us remember them telling us they wanted it back.

Now correct if I'm wrong here, but if it was a loan, shouldn't a contract have been written. And also since we were all under the age of 18, a parent of each person had to sign the contract agreeing to pay back the money?

Because this just seems wrong w/o a contract showing proof of us having to pay it back. You just can't loan money w/o a contract.

You are correct. At the very least, you are not personally liable, because you were a minor and you would be unable to enter into any legally binding contract, even a verbal one. Ask them to show you documentation showing that the money was supposed to be paid back.

You are correct, but for the wrong reasons. Because it was more than $500, there must be a written contract that was signed by your parents AND by the school administrator. I suggest that you and your friends get an attorney immediately. The school appears to be blackmailing you. Also, because you are a minor, you do not have the capacity to form a contract for anything that is not a necessity. A trip to DC, even if school related, is not a necessity. Surely, the school knows this. It is within their professional capacity to know. The school is overreaching. Again, please contact an attorney. Also, ask the school to put their threats in writing. Tell them you want them to write it down that they will not let you graduate until you pay back the $1600. Take that to the attorney.

You are right that they can't demand money from you as minors without an agreement that your parents signed. However, it may be part of the school's general policy, so I would check that before you start fighting them too hard. If there is no policy about the school getting money back for trips, then you should not have to pay it back unless they can show that you knew you were supposed to pay it back and your parents agreed to the arrangement.
