Go to Burger King and get one of their paper crowns...Glue on a bunch of cheap gems or sequins from the local drug store.

Get an old straw hat, staple things in it that catches your fancy such as ribbons and laces, or cut out shiny paper. Stick to a theme so it looks together, If you decide to make paper tissue flowers, fill it all with paper tissue flowers. A pink hat should have all types of pick things.
Boa is an easy one. Buy 2 rolls of contrasting color. glue them side by side. Leave at least a foot and a half to dangle into a scarf from the hat. Take the hat of an old to be discarded holloween costume.

Two ideas you may want to consider: use several hats you already have at once for a silly effect; put stuffed toys or dolls together on a hat. You can use curling ribbon to put them together and have ribbon curls hanging down, too.

something that has either a lot of feathers, or some sort of contraption, like a huge hand or something :O if you can buy it, go look at your local joke/costume stores. or google pictures of silly hats, and make your own

Just make a large cone out of some newspaper, then paint it in ridiculous colors.
Then you can decorate it with sequins, buttons, cotton balls, and whatever you can find around the house.
