Is it to deter the would be carjackers or possibly if they are about to be in an accident the other car will try harder to avoid the collision.

It is a sign that tells the other drivers to stay away from my car as I am trying to drive and wallop my kids at the same time!

They seem to think that they won't get into any car accidents when they are talking on their cell phone, and driving like idiots.
If little signs really worked, then everyone would have signs.

So that if there IS an accident, the EMS pepople will know to look for a baby (if it gets ejected from the car).
