For overclocking a lot, I would definatly have to go with water cooling, which you can get a decent system for as low (probably even less than) a hundred bucks. You could try phase change, but it would be quite cost inneffective compared to performance if you ask me. I'd only consider it if you have a few thousand to throw away.

You'll never get a water cooling system for less then 40 that won't end up frying your computer, so increase air flow with more fans! make sure half of them are pushing air in and half are pushing air out. This also means you will have to clean the inside of your computer more often but with your system it would be worth it.

Depend onhow far you want to go, do you really want to squeeze the last drop of power out from this little baby by paying $200 for a water cooler ? or get a decent one for $50 and get around 2.8GHz ?
