i'm not sure where. but you could wear bermuda shorts, jean capris, white capris, and tank tops, with flip flops!

To be honest, all the stores every one has listed sell clothes that are far from being modest. I would try going to department stores. You wont find any pair of shorts that dont look like underwear if you go to a place like abercrombie or hollister.
