how can i secure funds from local government to build..?

It seems like our town has hundreds of bars and night clubs, but nothing for our youth to do. Our town complains about under age drinking and drugs, but doesn't provide an outlet for it. How can i secure an abandoned building and the funds to turn it in to a safe place for the kids? any ideas?

Who is the mayor of your town?
Who elected him?
Who will run against him in future elections?
It sounds to me like honest people are in a minority in your town.
If they aren't, someone ought to organize them and march to the Mayor's office very soon.
